BEB accused Hetmantsev of manipulation and spreading false information about their work in 2025

The Bureau of Economic Security called the criticism by the head of the tax committee, Danylo Hetmantsev, regarding the inflated figures of damage compensation, false. The BEB explained that UAH 3.82 billion reflects amounts in completed cases, not actual revenues for the year.

The Bureau of Economic Security of Ukraine responded to criticism of its 2025 report, which was voiced during a meeting of the Verkhovna Rada Committee on Finance, Tax and Customs Policy. In response to a request from UNN, the BES stated that the claims by committee chairman Danylo Hetmantsev about the unreliability of the indicators presented in the report are based on an incorrect interpretation of statistical data, and the information about allegedly inflated results for the past year is false.

The essence of the claims against the BES report

During the review of the BES report for 2025, the head of the parliamentary tax committee, Danylo Hetmantsev, questioned the reliability of certain indicators provided by the law enforcement agency. In particular, it concerned the indicator of compensated damages in the amount of UAH 3.82 billion.

"You won't let me lie, one of the first on my channel, publicly I express sincere gratitude, BES, if something positive happens. But if you publish, announce unreliable data, you discredit yourself, us, and our entire cause. That cannot be. Look, you stated in the report that based on the results of 2025, damages to the state were compensated in cash, you just confirmed this, in the amount of UAH 3.8 billion. The analysis we conducted, of the information you provided to us, shows that UAH 2.8-2.9 billion is not from 2025 at all. It is from 2022 to 2024. Why do you write unreliable data in the BES report?" Hetmantsev asked BES Director Oleksandr Tsyvinsky, but this question remained unanswered.

The head of the tax committee emphasized that his conclusions are based not on assumptions, but on an analysis of specific payment orders indicating the dates of payments.

According to him, if only actual receipts for 2025 to the relevant budget accounts are taken into account, the amount of compensation is only about UAH 47 million, not UAH 3.8 billion.

What the BES says

In response to a request from UNN, the Bureau of Economic Security stated that Hetmantsev's criticism is based on mixing different statistical categories in terms of content.

"Regarding the information about the alleged unreliability of data in the Report, we note that such a statement is based on an incorrect interpretation of the procedure for forming statistical reporting and mixing indicators that differ in content," the BES noted.

The agency also directly stated that Hetmantsev's information that the actual amount of compensated damages was only UAH 47 million does not correspond to reality.

"The information provided in the Request about the alleged compensation of only UAH 47 million does not correspond to reality and is false," the BES emphasized.

The BES noted that the indicator of compensated damages is formed in accordance with the requirements of the Criminal Procedure Code and the procedure for maintaining the Unified Register of Pre-trial Investigations.

According to the agency, the statistics include amounts of compensation in criminal proceedings that were completed in the relevant reporting year, regardless of when the funds were actually paid.

"It should be emphasized that the statistical indicator of damage compensation is not an indicator of actual receipts of funds to the budget during a specific calendar year. Information on compensated damages is entered into statistical reporting after the completion of criminal proceedings and the adoption of a final procedural decision. Therefore, funds may be actually paid in previous years, but reflected in the statistical reporting of the year in which the relevant pre-trial investigation was completed," the BES explained.

That is why, the Bureau notes, the indicator of UAH 3.82 billion reflects the amounts of compensation in cases completed in 2025, not the receipt of funds to the state budget during this calendar year.

The BES believes that the head of the Rada's tax committee, Danylo Hetmantsev, is engaging in a substitution of concepts.

"The claims that the BES allegedly 'inflated' or 'attributed to itself' compensation indicators do not correspond to reality. In fact, there is a substitution of concepts when the statistical indicator of completed criminal proceedings is mistakenly compared with periods of individual payments," the agency stated.

The BES emphasized that the report was prepared by authorized structural units of the law enforcement agency within their competence and there were no manipulations with the indicators.

After reviewing the 2025 report, the Verkhovna Rada Committee on Finance, Tax and Customs Policy adopted a decision in which it criticized the work of the BES and provided law enforcement officers with a number of recommendations.

Members of the parliamentary committee were not satisfied not only with the quality of reporting, but also certain presented indicators raised doubts about their reliability. Deputies noted the low efficiency of the BES, stating that out of almost 6,900 criminal proceedings investigated by the BES in 2025, suspicions were announced in only 12.9% of cases, and 13.1% of cases, or 904 criminal proceedings, were sent to court. 

In addition, the effectiveness of some units, according to committee members, is generally impossible to assess.
