The Ministry noted that cooperation between Ukraine and the United States in the field of biological security has for many years focused exclusively on the development of the public health system, epidemiological surveillance, laboratory diagnostics, biosafety, and biosecurity.

The Ukrainian side has never engaged in activities related to the development, production, or stockpiling of biological weapons

 - the MFA emphasized.

The Ministry stressed that the laboratories participating in international technical assistance programs operated as diagnostic, scientific, or reference laboratories in the fields of healthcare and veterinary medicine and had no connection to military programs.

The MFA also recalled that Russia has been spreading claims about so-called "biolabs" in Ukraine for years. In 2022, at the request of the Russian Federation, the states parties to the Biological and Toxin Weapons Convention held official consultations, during which all necessary data regarding the relevant cooperation programs were provided.

US Director of National Intelligence Gabbard stated there are American "biolabs" around the world, including in Ukraine13.06.26, 00:32

Following the review, no evidence of the existence of biological weapons programs in Ukraine was found. This issue was also considered at meetings of the UN Security Council, where the Russian side failed to provide any confirmation of its allegations.

In December 2023, Ukraine reaffirmed its position during a meeting of the states parties to the Convention, emphasizing that international cooperation in the field of public health fully complies with the norms of international law.

The MFA stated that Ukraine remains committed to the principles of transparency, international cooperation, and the strengthening of the global biological security system, and urged reliance on verified facts rather than Russian propaganda.
