Ukraine wants to change the evaluation of scientific institutions and universities: what is known about the new approach of the Ministry of Education

The Ministry of Education and Science of Ukraine has developed a new methodology for assessing the effectiveness of scientific and technical activities of scientific institutions and higher education institutions. The goal of the approach is to improve the quality of research in Ukraine in view of international experience, UNN reports with reference to the Ministry of Education and Science.

Public discussion of the draft order approving the methodology will last until May 17, 2024. The document is published on the website of the Ministry of Education and Science.

Features:

The new methodology will allow scientific work to be evaluated according to new criteria, including research that will contribute to the development of world science, economy, defense capability, and society of Ukraine, as well as in accordance with the principles of open science.

Evaluation:

will be conducted simultaneously for all scientific institutions/ higher education institutions in a particular scientific field;

will take place in digital format through the National Electronic Research and Information System (URIS), which will ensure transparency and efficiency of the process;

mandatory participation of international experts in conducting appraisals, which should be at least 30% of all appraisers.

The agency noted that a working group, which included representatives of higher education institutions, the National Academy of Sciences, national sectoral academies, and foreign experts, worked on the draft methodology. Experts from Poland, Germany, the United Kingdom, and the United States were also consulted in the process of developing the methodology proposals. The proposals were discussed with colleagues from the Netherlands, Belgium, and Slovenia during the implementation of the international project "Open Science for Ukrainian Higher Education System" (Open4UA), of which the MES is a partner.

Additional support in the new methodology was provided to scientific institutions that are displaced, close to the front line or the border with Russia.
