"The Office of the Prosecutor General has notified an employee of the Russian FSB, involved in the torture of civilians during the occupation of the Kyiv region, of suspicion. He is accused of violating the laws and customs of war," the statement reads.

According to the investigation, in the spring of 2022, servicemen of the 83rd separate airborne assault brigade of the Russian Armed Forces occupied the village of Dymer in the Vyshhorod district. "They set up a base on the territory of the 'Alfa-Land' enterprise, and a place for illegal detention of civilians in the foundry," the OPG stated.

As reported by the National Police, law enforcement officers identified the command of the Russian troops and an FSB officer who occupied and tortured the local population of the Kyiv region in the first days of the invasion.

"Investigators identified the brigade commander, his deputies, and the chief of staff. In March 2022, Russian servicemen set up a torture chamber in the village of Dymer. In a room of about 30 square meters, more than three dozen civilian men and women of different ages were simultaneously held. In total, hundreds of people passed through the torture chamber," the police stated.

"A key role in the functioning of this system was played by a representative of the Russian FSB - the so-called 'curator' of filtration measures," the police noted.

"A senior FSB officer, who acted together with military units, is involved in the crime. In the period from March 21-25, 2022, he, knowing for sure that he was dealing with civilians, used violence against them," the OPG, in turn, reported.

During interrogations, according to the prosecutor's office, "people were beaten with hands, feet, and rifle butts, forced to kneel, and intimidated with shots." They were, as stated, demanded to confess to cooperation with the Ukrainian military. Such actions caused severe physical pain and moral suffering to the victims, the OPG emphasized.

The FSB representative, according to the police, "personally participated in the interrogations of civilians and decided who among the detainees to release and who to take to Russia."

As reported by the police, the illegal transfer of at least 42 people has been documented - among them villagers, students, entrepreneurs, coaches, and a journalist. Some have been returned, "at least 24 civilians are still in captivity."
