In Ukraine, they plan to change the terms for paying fines for safety violations in road transport. The draft Law provides for the extension of the terms for voluntary payment of fines and the simplification of the mechanism for the forced execution of decisions on their imposition.

According to Article 307 of the Code of Ukraine on Administrative Offenses, a fine must be paid by the offender no later than fifteen days from the date of delivery of the decision on imposing the fine, and in case of appealing such a decision - no later than fifteen days from the date of notification of leaving the complaint unsatisfied.

It should be recalled that according to current legislation, a fine for violations in the field of transport safety must be paid within 10 days from the date the decision enters into force.
The draft Law provides for:
- increasing this period to 15 calendar days;
- changing the procedure for the forced execution of such decisions, which will allow for more effective enforcement of penalties.
Currently, non-payment of a fine leads to its doubling, which often provokes an increase in the number of appeals.
The adoption of the Law will contribute to improving the conditions for the effective implementation of the powers of the State Service of Ukraine for Transport Safety, defined by the legislation of Ukraine.
The draft Law was developed taking into account the principle of the rule of law. It should ensure the actual execution of decisions on administrative offenses — reduce problems with forced execution and reduce the burden on the appeal review system.
The Law enters into force on the day following its official publication, and the Cabinet of Ministers must bring regulatory acts into compliance with the new norms within six months.
