It is indicated that in order to somehow simulate "care" for the population, wired telephone booths for calling emergency services have begun to be installed on the streets of Dzhankoi and Yevpatoria.
"The forced technological degradation of Crimea once again shows how the reality of the Russian occupation differs from the propaganda picture of 'prosperity with Russia.' The occupiers have deliberately turned the peninsula into a continuous militarized base, making the civilian population hostages and a 'human shield' for the protection of their military facilities," the CCD summarizes.

Russian invaders in Crimea are tightening communication restrictions; in Dzhankoi, network access is possible only 8 hours a day. The civilian population remains without communication for 16 hours, which is used to conceal troop movements.
