Russian intelligence services are spreading fakes about migrants in Ukraine. Work permit statistics completely refute the enemy propaganda.

Russian special services are actively promoting an information campaign surrounding the topic of migrants in Ukraine. Involved in this are structures of the Main Directorate of the General Staff of the Russian Armed Forces, resources linked to Viktor Medvedchuk, as well as the "ZOV" network of propaganda channels. This was reported by the head of the Center for Countering Disinformation, Andriy Kovalenko, according to UNN.

Russia is actively trying to spin the topic of migrants in Ukraine 

– Kovalenko noted.

According to him, the information campaign is being conducted by the 85th Main Special Service Center of the Main Directorate of the General Staff of the Russian Armed Forces (GRU) through its own networks.

Also, according to the CCD, resources affiliated with Viktor Medvedchuk, who is accused of high treason, the propaganda channels of the sanctioned Vasyl Prozorov, and the "ZOV" resource network are additionally involved in spreading this topic.

A bunch of videos using AI are their handiwork 

– Kovalenko added.

He also provided statistics which, according to him, refute the narratives about an allegedly large-scale migrant problem in Ukraine.

Specifically, in the first four months of 2026, only 3.2 thousand work permits for foreigners were issued in Ukraine. In 2025, this figure was 9.5 thousand, including permit extensions, while before the full-scale war, about 22 thousand such documents were active in Ukraine.

Statistical data has already been provided previously that completely refutes the actual existence of a migrant problem in Ukraine 

– the head of the CCD emphasized.
