A bill has been registered in the Verkhovna Rada proposing to clarify and expand the grounds for deferment from mobilization. Bill No. 15494, "On Amendments to Article 23 of the Law of Ukraine ‘On Mobilization Preparation and Mobilization’ Regarding Clarification of the Grounds for Granting Deferment from Call-Up for Military Service and Minimizing the Risks of Illegal, Corrupt, and Shameful Actions Against Citizens of Ukraine Within the Framework of Mobilization Activities," was registered on Monday, August 10, by Member of Parliament Heorhii Mazurashu.

However, as Mazurashu reported on his Facebook page, under the current law, women and men whose close relatives (husband, wife, son, daughter, father, mother, or biological (full or half) brother or sister) were killed or went missing while participating in measures to repel and deter the armed aggression against Ukraine currently have the right to deferment from call-up for military service during mobilization.
According to him, the submitted bill provides that citizens who lost close relatives while those relatives were engaged in volunteer activities in a combat zone, or as a result of missile strikes, bombings, hostilities, and so on, will be able to obtain a deferment.
He also proposes establishing a deferment for one of the parents if the other parent permanently resides abroad (or for an extended period—90 days or more during a year).
In addition, according to him, certain provisions have been clarified concerning the powers of the Territorial Recruitment and Social Support Centers regarding the consideration and granting of deferments from call-up for military service during mobilization on the grounds provided for by law.
