CPD: utility collapse in the temporarily occupied territories is a result of Russian "management"

Massive power, water, and communication outages are being recorded in the occupied territories of Donetsk, Luhansk, and Zaporizhzhia regions. The utility infrastructure in the temporarily occupied territories has systematically degraded due to a lack of investment and repairs from the occupying authorities.

With the onset of frosts, a significant part of the temporarily occupied territories of Ukraine found themselves without basic living conditions: large-scale power outages, water, and communication are simultaneously recorded in the parts of Donetsk, Luhansk, and Zaporizhzhia regions captured by Russia. In some places, people were also left without heating. This was reported by the Center for Countering Disinformation of the National Security and Defense Council of Ukraine (CPD), informs UNN.

It is noted that the occupation authorities explain the collapse by weather conditions, and this is significant.

However, the main reason lies elsewhere: over the years of occupation, the communal infrastructure of the region has systematically degraded. Russia does not invest in modernizing networks and does not carry out full-fledged repairs. It is indicative that Russia always finds funds for creating new museums of the "Russian world," exhibitions, monuments, and maintaining propaganda media. Caring for people in this system is an unnecessary expense item

They emphasize that the occupying state is unwilling to provide even minimal living conditions for the civilian population.

"The promised 'better life with Russia' has in practice turned into a constant struggle for survival: for water, for light, for heat, for human dignity," the CPD summarizes.

A "water business" is thriving in the region, and residents receive bills for a non-existent service, creating a caste system of access to water.
