He emphasized that the Defense Forces of Ukraine do not strike civilian objects or the civilian population. According to him, on the territory of the Russian Federation, the Ukrainian military strikes exclusively military targets.
"Unlike Russia, which daily attacks Ukrainian cities, residential buildings, and kills peaceful citizens, Ukraine acts within the norms of international humanitarian law. I do not rule out that this is another provocation or information operation, beneficial primarily to the RF,"
He stated that he is ready to join in a transparent and impartial establishment of all facts and circumstances of this event.

The acting governor of the Bryansk region claimed that the Ukrainian military allegedly attacked a bus with children, resulting in the death of a woman and injuries to children.
The Ministry of Foreign Affairs of Belarus stated that they regard the attack as an act of terrorism against the civilian population and blamed Ukraine for the strike.
The General Staff of the Armed Forces of Ukraine denied the RF's claims of a strike on a bus with children in the Bryansk region. They stated that the Defense Forces did not use drones in this region.
