The SBU has notified four Russian military personnel of suspicion in absentia, who commanded a Kalibr attack on a civilian enterprise in Mukachevo in August 2025. As a result of the strike, 25 local residents were injured.

The Security Service of Ukraine has notified in absentia of suspicion against Russian military personnel who commanded the "Kalibr" attack on Zakarpattia in August 2025. This was reported by UNN with reference to the SBU press center.
Details
It concerns four representatives of the command of the armed forces of the Russian Federation, namely:
- Admiral Sergei Pinchuk - Commander of the Black Sea Fleet of the Navy of the Russian Federation;
- Vice Admiral Arkadiy Romanov - Chief of Staff - First Deputy Commander of the Black Sea Fleet of the Navy of the Russian Federation;
- Rear Admiral Vladimir Kuzmin - at that time Commander of the 30th Division of Surface Ships of the Black Sea Fleet of the Navy of the Russian Federation;
- Captain 1st Rank Mikhail Titov - Chief of Staff - Deputy Commander of the 30th Division of Surface Ships of the Black Sea Fleet of the Navy of the Russian Federation.
According to the investigation, they organized an air attack on a civilian enterprise in Mukachevo on August 21, 2025. The occupiers struck the company's building with two subsonic cruise missiles of the "Kalibr" type, which were launched from the frigate "Admiral Makarov" in the waters of the Black Sea.
As a result of the strike, 25 local residents sustained injuries of varying severity. In addition, office, warehouse and production premises of the civilian facility were damaged.
The suspects have been notified in absentia of suspicion under Part 2 of Article 28, Part 1 of Article 438 of the Criminal Code of Ukraine (violation of the laws and customs of war, committed by a group of persons by prior conspiracy). The sanction of the articles provides for imprisonment from 8 to 15 years, or life imprisonment.
