The Ministry of Defense, the Ministry of Energy, and other ministries and agencies have been instructed to work out the issue of accounting and payments for electricity consumed by military formations in Donetsk region. The same will apply to other frontline regions. This was announced by the Prime Minister of Ukraine Denys Shmyhal during an offsite meeting in Donetsk region, UNN reports.

He also said that the situation with water supply in the Donetsk region is critical amid the full-scale war.
"We need to take prompt action to provide people with water. The Ministry of Environmental Protection should develop an algorithm for the implementation of the relevant pilot project as soon as possible. It is about simplifying the construction of artesian and other types of wells as much as possible," said Shmyhal.
According to him, as of today, there are already a thousand wells in Donetsk Oblast that supply water to 65% of the population. Another 50 wells are planned to be equipped in the near future.
In addition, he noted that preparing for winter near the front line is a big challenge that is being actively addressed.
"In many communities, wood is the main means of heating the premises. Therefore, the Ministry of Environment has been instructed to develop a regulatory act that will give the green light for independent wood harvesting by residents of settlements. This procedure must be clearly regulated so that people can harvest enough firewood without harming our forests," the Prime Minister said.
He also said that the Ministry of Energy, the Ministry of Economy, the Ministry of Finance, together with the Deputy Prime Minister - Minister for Reintegration, should urgently develop a mechanism for the distribution of humanitarian aid in the form of liquefied gas for the needs of household consumers. In particular, in the Donetsk region.
