The General Staff reported on the results of reducing the military-economic potential of the Russian Federation - 16 large Russian oil refineries and terminals have already been hit, or "minus more than 30% of capacity," causing a fuel collapse in the enemy's rear, UNN reports.

As stated in the report, as of June 2026, strikes at a distance of over 1,500 kilometers on the territory of the Russian Federation are evolving into a systemic financial, technological, and logistical paralysis for the Russian occupiers.
In addition, the General Staff provided real results of the exhaustion of the occupiers' military-economic capabilities in figures and facts:
- minus more than 30% of capacity: 16 large Russian oil refineries and terminals have already been hit;
- the operation of over 40 technological units has been halted. Due to international sanctions, the enemy cannot restore them - import substitution is powerless here;
- production is falling: there is nowhere to process and it is difficult to export - there is no point in extracting. Oil production in the Russian Federation has fallen to an annual minimum (to 9.009 million barrels per day according to OPEC data).
Data regarding the fuel collapse in the enemy's rear was also provided:
- gasoline production in the Russian Federation has plummeted to a 16-year minimum;
- the Russian Federation has banned the export of its own fuel;
- fuel by coupons: in the temporarily occupied Crimea and Luhansk region, AI-95 gasoline has become a deficit - it is issued by cards.
- limits "per hand": at gas stations in the Kursk, Belgorod, and Pskov regions, a restriction is in effect - up to 20 liters per car;
- aviation hunger: the amount of aviation kerosene is decreasing at the largest airports in the Russian Federation - restrictions on refueling aircraft have been introduced due to emptying tanks.
The situation has deteriorated to the point that the Russian government has already officially allowed plants to produce low-quality fuel ("Euro-3" standards), as they are no longer capable of producing high-quality gasoline due to equipment shortages and destruction
The General Staff also explained what this means for the front.
Every damaged Russian oil refinery, halted processing unit, or emptied oil depot means local fuel hunger for enemy military equipment. This means fewer missiles, fewer shells on the front line, and less money to finance armed aggression
