Ukraine establishes Defense Ministry Audit Committee with participation of experts from NATO countries

The Ministry of Defense of Ukraine has established an Audit Committee composed of certified internal auditors from NATO and Ukraine to strengthen internal audit functions, maintain public trust and implement the highest international standards in the ministry.

The Ministry of Defense of Ukraine has established a new coordinating advisory body for the Internal Audit Department - the Audit Committee. This was reported by UNN with reference to the statement of the Ministry of Defense.

Details 

The order on the establishment of the body was signed by the Minister of Defense of Ukraine Rustem Umerov.  

The ministry explained that the committee is one of the components of the new model of financial control reform in the Ministry of Defense of Ukraine. The committee consists of certified internal auditors from NATO member states and Ukraine with many years of experience in providing internal audit services.  

It is noted that the audit committee is established to consult and consider issues related to the implementation of internal audit activities, prepare recommendations for improving its work at the Ministry of Defense, and maintain high public confidence in the Ministry as a state institution.

It is expected to strengthen the internal audit function and at the same time be a body that will develop its functionality.

The creation of the Audit Committee is an opportunity to engage recognized foreign partners in the field of internal audit. The Ministry of Defense has invited experts with the appropriate expertise, reputation, authority, skills and experience to join the committee. The body will serve as a "fuse" against political interference. This step demonstrates our readiness to implement the highest international standards

Addendum

The Ministry of Defense also announced the composition of the Audit Committee of the Ministry of Defense of Ukraine. In particular, it includes:

  • François Gauthier is the Head of the External Oversight Service at NATO Headquarters (Brussels);
  • Joseph Ignagnoli - Oversight Program Analyst/Evaluator, Office of the Inspector General, U.S. Department of Defense;
  • John Chesshire - Head of Internal Audit at JC Audit Training Ltd (Oxford), member of the International Institute of Internal Auditors;
  • Manfred van Kesteren is an international expert on public internal financial control under the EU4PFM program in Ukraine;
  • Ruslana Rudnytska is a Ukrainian expert on national and international projects under the auspices of the Ministry of Finance of Ukraine and the Accounting Chamber.

The Audit Committee also includes Deputy Minister of Defense Yuriy Dzhyhyr and State Secretary of the Ministry of Defense Liudmyla Darahan.  

Recall

The Ministry of Defense of Ukraine and the Bureau of Economic Security have agreed on an algorithm for the exchange of information and transfer of internal audit materials to combat corruption in the defense sector, which is a matter of national security.
