According to Nickolay Mladenov, the chief envoy of the council, which was established following the truce agreement between Israel and Hamas in October, two versions of a so-called "roadmap" are currently being discussed. He told reporters in Jerusalem on Wednesday that Hamas could have a political future if it joins the peace process, while group members unwilling to participate could be offered safe passage to third countries.
He spoke seven months after a U.S.-brokered truce that was supposed to lead to Gaza's revival after two years of war, but little progress has been made to date. One reason is that Hamas has not laid down its arms as envisioned by the ceasefire agreement, and the Iran-backed organization has opposed the expansion of Israel's military presence in the Palestinian territory.

Mladenov stated that the disarmament of Hamas is "non-negotiable."

The truce allowed for increased humanitarian aid to Gaza and provided for limited medical evacuations across the Egyptian border, although an estimated 90% of Gaza's population remains displaced.
Meanwhile, Israel has expanded its control over Gaza's territory and is considering the possibility of more intensive military actions.
