A new report by Trump's White House, published on Thursday, stated that countries are routing their exports through third countries to avoid U.S. tariffs, with estimated annual losses in tax revenues ranging from $19 billion to $26 billion (approximately €16.5–22.6 billion)
According to the publication, White House trade adviser Peter Navarro said that China launders its exports through more than 40 countries. At the same time, he noted that the issues described in the report also concern other countries that allow them to avoid tariffs.

According to available data, after tariffs were raised in 2018, China began sending some of its goods to countries such as Mexico and Malaysia. There, the products were repackaged or underwent limited assembly.
