Today, the EU and Ukraine reached an important milestone by launching negotiations on the so-called "fundamentals" cluster, UNN reports with reference to the Council of the EU.
This cluster covers the core values and principles upon which the EU is built. It includes EU legislation relating to the rule of law and fundamental rights, the functioning of democratic institutions, public administration reform, and economic criteria
As Marilena Raouna, Deputy Minister for European Affairs of the Republic of Cyprus, stated, "today's historic milestone is the culmination of the Cyprus Presidency and sends a clear signal: the future of Ukraine and its citizens is firmly linked to the European Union."
Today's accession conference also emphasizes Ukraine's unwavering commitment to European integration and recognizes the significant progress made under unprecedented challenges. This is a testament to the resilience of the Ukrainian people. At the same time, the commitments Ukraine makes today are crucial for advancing the accession process. Enlargement is not only a strategic opportunity for Ukraine but also a strategic investment in a stronger, safer, and more united Europe

As reported by the Council of the EU, Cluster 1 "Fundamentals" includes the following negotiating chapters:
- Chapter 23 - Judiciary and fundamental rights
- Chapter 24 - Justice, freedom, and security
- Chapter 5 - Public procurement
- Chapter 18 - Statistics
- Chapter 32 - Financial control
Negotiations on the "Fundamentals" cluster are the first to open and the last to close in the EU accession process. Progress within this group will determine the overall pace of negotiations. Accession is merit-based. Monitoring of progress in accordance with EU legislation and relevant European standards, as well as their implementation, will continue throughout the negotiations
