The Verkhovna Rada adopted as a basis a bill on criminal liability for crimes against cultural heritage, including illegal excavations and damage to cultural heritage sites. This is reported by UNN with reference to the card of draft law No. 12310 and MP Yaroslav Zheleznyak.

According to the draft law, it is planned to establish criminal liability for illegal archaeological surveys, excavations, other earthworks on the territory of an archaeological site, a protected archaeological territory, in protection zones, in historical areas of settlements, as well as illegal research of the remains of human activity contained under the earth's surface, under water.
For such a crime, it is planned to establish a penalty in the form of a fine of UAH 17,000 to 510,000, or restriction of liberty for a term of up to two years, or imprisonment for the same term.
The above-mentioned actions, combined with the seizure of discovered cultural property, shall be punishable by imprisonment for a term of up to three years, with deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years or without such deprivation.
Also, for intentional destruction, destruction or damage to cultural heritage sites or their parts or cultural property, it is planned to establish a penalty in the form of a fine from UAH 34,000 to UAH 85,000, or restriction of liberty for a term of up to three years, or imprisonment for the same term, with deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years or without such deprivation.
The same actions committed against a cultural heritage site or cultural property included in the Museum Fund of Ukraine, the National Archival Fund, the State Register of National Cultural Heritage, shall be punishable by restriction of liberty for a term of up to five years or imprisonment for the same term, with deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years or without such deprivation.
In addition, the above-mentioned actions committed against a World Heritage Site shall be punishable by imprisonment for a term of up to eight years with deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years.
