The accident occurred at two o'clock in the morning on Monday in the city, which is located in the state of Queensland.
A city spokesperson confirmed that two helicopter propellers broke off and landed on the esplanade and in the hotel pool.
About 300-400 people were evacuated from the building, "people on the ground were not injured," the ambulance service said.
Two people from the hotel - a man in his 80s and a woman in her 70s - were taken to Cairns Hospital in stable condition.
Emergency services did not say whether there were any passengers on board. A spokesman for the Queensland Ambulance Service said it was likely that only one person was on board the helicopter at the time of the crash.
