The head of the Asset Recovery and Management Agency, Olena Duma, considers the criticism from the head of the Verkhovna Rada's anti-corruption committee, Anastasia Radina, to be unconstructive and tried to shift the focus to the previous years of ARMA's activity, hinting that the deputies are criticizing now, although they themselves did not initiate changes in the legislation earlier. Duma stated this in response to a question from UNN during a public report for 2024.
Details
The head of ARMA responded to accusations of manipulating the agency's financial indicators.
Whoever criticizes, criticism should always be constructive. And in fact, we would react very positively to criticism. It, you know, motivates to improve activities. But at the same time, it is necessary to pay attention to the following. Tell me, please, today I am showing examples of activities in 2024 compared to 2023, 2022, for 8 years of activity, actually understanding what was happening in the body. Tell me, please, don't you have questions for the people's deputies or those who criticize: "What have you been doing all these years in parliament or elsewhere (being stakeholders or anti-corruptionists), that you are criticizing right now? Why didn't you criticize earlier? Why didn't you introduce draft laws on the transformation of the agency earlier?
She also emphasized that the agency under her leadership "took a risk" and opened a register of seized assets, which, according to her, gave the public the opportunity to discuss the results of ARMA's work.
Previously, in society, in the state of Ukraine, we could not even show the number of seized assets to international partners. Now it is easy to criticize, because there is already something to talk about
It is worth noting that the opening of the register of seized assets was a key condition for Olena Duma to remain in the position of head of the Asset Recovery and Management Agency.
Recall
Earlier, Anastasia Radina noted that conducting a constructive dialogue with ARMA is complicated by manipulations. She cited three examples that demonstrate how the agency distorts data about its activities. One of them, Radina called the case when the anti-corruption committee appealed to ARMA with a question about how many assets they have and how many of them have been transferred to management? The agency reported that there are 69,000 assets in the register, and 36,000 have been transferred to management, that is, about 47%. However, a detailed analysis revealed that 20,000 of these 36,000 assets are movable property of Mezhyhirya, including bottles of wine, furniture and documents, which have no independent economic value.
In response, the head of ARMA, Olena Duma, called on the deputy to "analyze the information".
Later, Anastasia Radina published an analysis of ARMA's work under the leadership of Duma and noted that in her year and a half in office, she concluded only seven contracts, which brought income as of the end of 2024.
