Zelenskyy announced changes to the personnel promotion system in the Defense Forces, where positions will not be tied to ranks. He also reported on the success of the Army+ system, which has already been used by 410,000 soldiers.
President of Ukraine Volodymyr Zelenskyy has announced that a new decision is being prepared in the Security and Defense Forces that will allow them to hold positions without reference to ranks. Zelensky said this in a speech in the Verkhovna Rada during the presentation of the “Resilience Plan,” UNN reports .

“We have managed to implement one of the most effective, in our opinion, ways to guarantee respect for soldiers within the Armed Forces units. The system of electronic transfers in the army is already in operation. In the first days of its operation, more than 500 transfers have been approved in Army+. In total, 410 thousand of our soldiers have already used the Army+ app alone, and there are 1400 military units in the system. The app has processed 25 thousand reports. The Defense Forces are also preparing a new personnel promotion system without linking ranks to positions. This is an example of how digitalization in all spheres of our public life is a truly effective tool not only for simplifying processes and overcoming bureaucracy, but also for uniting people and building trust between the state and our society. I have instructed the command of the Defense Forces to work on extending the Army+ functionality to all the Defense Forces, including the National Guard of Ukraine,” Zelenskyy said.
He noted that this primarily concerns transfers.
“Changing the management of people in the Armed Forces, the National Guard, as well as spreading the best management practices used in some units and all other elements of the Defense Forces is a central task of our state's defense policy. Every commander now answers the same question about what is needed in the first place: personnel, people, equipment of our brigades, training. We should not be afraid to talk about difficult things and problems in the army. Effective solutions are possible only if we have an honest conversation. About mobilization. About reservations. We need to overcome the problems, not hide them. The causes must be found out and removed. The Ministry of Defense and the military command must select and appoint a military ombudsman - a person who will enjoy the trust of society. I expect this to happen in the near future.
Within the Defense Forces, we need confidential opportunities for soldiers to solve problems that arise due to violations of rights,” Zelensky added.

Zelenskyy announced the search for conventional instruments to deter Russia without nuclear weapons. In 2024, it is planned to produce 3,000 cruise missiles and 30,000 long-range drones.
