Skaletska: Under Zhumadilov, all processes in Medical Procurement were clearly worked out

Under Arsen Zhumadilov, all the processes in Medical Procurement were clearly worked out, says former Health Minister Zoriana Skaletska.

When Arsen Zhumadilov was in charge of the Medical Procurement State Enterprise, all the mechanisms of work were well established. But in his new position as head of the State Logistics Operator, he will have to work in synergy with the government. This opinion was expressed in a commentary to UNN by former Minister of Health Zoryana Skaletska.

I'm not going to evaluate professional characteristics, I think that in Ukrainian society we need to gradually move away from such things. But let's say in general: government agencies in our country are a single organism. And the success of Medical Procurement was also due to the fact that they coordinated with the Ministry, and the Ministry had synergy with their goals and actions. This is really true. That is, when there is a mutual understanding of different structures subordinated to each other, a mutual understanding of these structures with the government, and the government also understands the feasibility of certain changes - and we had an understanding with the SOEs, with the Ministry of Finance on the introduction of new approaches to spending money through SOEs - then all this combination of key players in one direction, in terms of understanding common goals and objectives, and approaches to their implementation, led to success,

Skaletska explained.

She added that under Zhumadilov's leadership, processes were established in Medical Procurement.

"Under his leadership, all the mechanisms of work were quite clearly worked out in the SE Medical Procurement," Skaletska added.

At the same time, she noted that the work was successful because all processes took place in cooperation between representatives of various authorities and structures.

"Yes, he (Zhumadilov - ed.) definitely succeeded (in building the work of Medical Procurement properly - ed.). But it depends on his interaction with the Ministry, specialized deputies, and relevant departments within the Ministry itself. Another important question is whether there is interaction with the Ministry of Finance and the Cabinet of Ministers. Because in our government, I repeat, this interaction was, it was set up as efficiently and effectively as possible. We had a team game. (...) If in this agency he is tasked with conducting the most transparent and efficient procurement for public funds for the relevant ministry, he will definitely succeed. Because he is familiar with this procedure and this approach, and he has already shown himself to be an effective leader in it. But knowing the process and organizing these procedures will not be enough, because he will have to accompany many decisions with decisions of the Cabinet of Ministers and internal decisions. Therefore, their synergy is important to launch this mechanism," Skaletska believes.
