The agreement with the United States on the establishment of an economic recovery fund (known as the mineral agreement) is under discussion. The Ukrainian government is working to ensure that the agreement reflects all our interests and is in the spirit of a strategic partnership with the United States.
According to the Deputy Prime Minister, "the parameters of the agreement that we discussed earlier are unique." "The working version we received essentially reflects the position and approaches of legal advisors from the United States. We are forming our position. When necessary, we will consult with the Verkhovna Rada," she said.
"At this moment, public discussions on the text of the agreement will only harm the negotiations. Given the importance of the agreement, a constructive dialogue with our American partners is extremely important to us," Svyrydenko stressed.

On March 25, Ukrainian President Volodymyr Zelenskyy stated that the United States had offered Ukraine a new version of the mineral agreement, which would require ratification by the Verkhovna Rada.
On March 26, US Treasury Secretary Scott Bessent indicated that the United States had submitted a document on economic partnership to Ukraine for consideration and did not rule out the possibility of signing the agreement as early as next week.
On March 27, MP Yaroslav Zheleznyak noted that the document, dated March 23, sent by the American side, states that it concerns the extraction of all minerals on the entire territory of Ukraine - "that is, both oil and gas", by both state and private companies, and 5 people will participate in the management of the agreement: 3 of them from the United States with full veto power. The MP stressed that the document is not final.
On March 27, Zelenskyy noted that there is still no final version of the mineral agreement from the United States. The United States is constantly changing the terms of the agreement.
Initially, the agreement was planned to be signed at the end of February during the visit of Ukrainian President Volodymyr Zelenskyy to Washington. But against the backdrop of a dispute during the meeting between the presidents in the Oval Office, the signing did not take place.
