A group of People's Deputies has registered draft laws in the Verkhovna Rada proposing to define new rules for users of small electric vehicles, as well as to establish liability for violating these rules. This was reported by UNN with reference to draft laws No. 15283 and No. 15284.

Draft Law No. 15284 "On the Specifics of Using Small Electric Vehicles in Ukraine" establishes the rules for the use of small electric vehicles.
In particular, according to the document, it is planned to define the concept of "small electric vehicles," which include one-, two-, or three-wheeled mechanical vehicles powered by an electric motor (electric scooters, monowheels, electric bicycles, Segways, hoverboards, gyro-scooters, etc.) that can reach speeds of over 10 km/h.
Specifics of operating small electric vehicles
It is noted that there are plans to allow travel on small electric vehicles on specially equipped bike lanes, on the far right part of pedestrian zones, sidewalks, and recreation areas where pedestrians move, as far to the right of such objects as possible, with mandatory priority given to pedestrians and maximum attention to pedestrian movement.
Small electric vehicles will be allowed to move within the roadway of a motor road exclusively on specially equipped bike lanes; however, they will be prohibited from entering the roadway of a motor road that is not equipped with a special bike lane.
It is also planned to establish a ban on traveling on small electric vehicles across pedestrian crossings.
A person operating a small electric vehicle must, when approaching a pedestrian crossing, dismount from such electric vehicle and lead or carry the respective electric vehicle across the pedestrian crossing in compliance with traffic rules
At what speed will movement on small electric vehicles be allowed
The speed of small electric vehicles when moving on a specially equipped bike lane that is an element of the roadway of a motor road, as well as on a specially equipped bike lane, cannot exceed 50 km/h.
The speed of movement on a specially equipped bike lane that is not an element of the roadway of a motor road and borders pedestrian zones, sidewalks, and recreation areas where pedestrians move, cannot exceed 10 km/h.
Restrictions on the use of small electric vehicles
The document establishes that users of small electric vehicles must wear a helmet while moving, and when moving at night or in conditions of insufficient visibility, they must wear reflective vests or attach reflective elements to their outer clothing.
It is planned to establish a ban on operating small electric vehicles while intoxicated or under the influence of drugs that reduce attention and reaction speed.
In addition, it is planned to establish a ban on operating small electric vehicles on the roadway for persons under the age of 16, as well as to establish a ban on more than one person traveling on the specified vehicle.
The document also provides that companies providing small electric vehicles for rent must ensure software or mechanical speed limits for the specified vehicles.
Liability of small electric vehicle users
Draft Law No. 15283 establishes liability for violating the rules for using small electric vehicles by supplementing the Code of Ukraine on Administrative Offenses with Article 126-1 "Violation of requirements for the use of small electric vehicles."
In particular, for the first violation, it is proposed to establish a fine of 1,700 hryvnias.
For the second - a fine of 3,400 hryvnias with confiscation of such vehicle.
For the third and each subsequent violation - a fine of 17,000 hryvnias and correctional labor for a period of one month with confiscation of the respective small electric vehicle.
It is also proposed to change the fines for violations of traffic rules by pedestrians, cyclists, and persons operating horse-drawn vehicles and animal drivers.
In particular, it is proposed to establish that for pedestrians' disobedience to traffic control signals, crossing the roadway in unauthorized places or directly in front of approaching vehicles, and failure to comply with other traffic rules - it entails a fine of 340 hryvnias. Currently, such a violation carries a fine of 51 hryvnias.
For violation of traffic rules by persons operating bicycles, horse-drawn vehicles, and animal drivers - a fine of 510 hryvnias. Currently, the fine is 85 hryvnias.
Also, for the above-mentioned actions committed while intoxicated, it is proposed to establish a fine of 255 hryvnias, instead of the current 136 hryvnias.
