Ukraine changes mobilization deferment rules: salary threshold raised to 26,000 hryvnias – Sobolev

The government has updated the criteria for reservation (deferment), setting the minimum salary for employees at 25,941 hryvnias. Local authorities must review the status of institutions.

The Cabinet of Ministers has adopted a resolution changing the criteria for reserving conscripts for critically important enterprises. Oleksiy Sobolev, Deputy Minister of Economy, Environment, and Agriculture of Ukraine, spoke about the changes during a telethon, UNN reports. 

"Today we made a decision that makes the system for reserving conscripts more transparent, fair, and protected from abuse. The changes concern enterprises, institutions, and organizations that are defined as critically important for the functioning of the economy under martial law," 

Sobolev said. 

According to him, three changes are envisaged; in particular, to confirm the status of a critically important enterprise and reserve an employee, their average salary must be at least three minimum wages, which currently amounts to 24,000 hryvnias, while for frontline regions, the salary requirement remains at 21.6 thousand hryvnias. 

He also noted that employees who work part-time and already have a deferment from conscription will now be counted toward the enterprise's total reservation quota only once and at one place of work. This rule will take effect approximately in mid-June—10 days after the resolution enters into force.

In addition, according to him, local authorities are obliged to review and re-approve their criteria for defining enterprises as critically important within a month. They must coordinate the new requirements with the Ministry of Defense and the Ministry of Economy to ensure the stable operation of facilities that are truly important for martial law.

As a reminder 

In Ukraine, it is proposed to change the approach to reserving conscripts and to legislatively establish uniform rules for all categories of persons who can receive a deferment from mobilization.
