The "Fair Mobilization" movement has published a rating of individuals who evade military service. First place was taken by Vitaliy Shabunin with 62% of the votes.

The "Fair Mobilization" movement has published a People's Rating of individuals who evade military service using various schemes. It was topped by the head of the Anti-Corruption Action Center Vitaliy Shabunin, journalist of "Espreso TV" Vitaliy Portnikov, and blogger Danylo Mokryk. In addition, the list includes other well-known Ukrainians – bloggers, anti-corruption activists, and activists. This is reported in the survey results published by the movement, according to UNN.

"The People's Rating of evaders was topped by Vitaliy Shabunin. He received 62% of the votes. It's not surprising, because this 'warrior' was counted as a military serviceman for years and even received 'combat pay,' although in reality he was almost always in Kyiv. And when the State Bureau of Investigation notified him of suspicion of fraud and evasion of mobilization, Shabunin quickly got discharged from the army due to 'poor eyesight.' And this at a time when real soldiers with severe injuries and illnesses cannot be demobilized for a long time," representatives of the movement stated.

The second place, according to "Fair Mobilization," was taken by blogger Vitaliy Portnikov, who works as a political expert on "Espreso TV" and is reserved by this TV channel as a critical infrastructure worker.

"The second place was deservedly taken by Vitaliy Portnikov (48% of the votes), who believes that 'ordinary people, not aristocrats, should die at the front.' He, of course, is an aristocrat. Because he received a reservation from the TV channel 'Espreso TV,' where he works as a political expert. At the same time, he regularly stigmatizes evaders and sends everyone to the front," representatives of the movement stated.

In third place was blogger Danylo Mokryk, who, according to the "Fair Mobilization" movement, currently has a deferment from mobilization while undergoing a re-examination to obtain a disability status, which does not prevent him from sending everyone else to the front.

"Third place was taken by blogger Danylo Mokryk (36% of the votes), who, when asked why he does not serve, showed a disability certificate from the Soviet era. Only at the end of 2025 did he apply to the MSEK, where he was denied a pension but was given a deferment for the period of review. During this time, he must undergo a re-examination to confirm or refute his unfitness for service. In his broadcasts, Mokryk harshly criticizes evaders and defends the TCC. When a warning was published in his building's chat that the TCC was working at the exit, he promised to punch the author in the face. A fairy-tale hypocrite," representatives of the movement noted.

In addition, the rating of evaders includes the head of the DE JURE Foundation, activist Mykhailo Zhernakov, the head of the NGO "100% Life" Dmytro Sherembei, blogger Ihor Mosiychuk, journalists Yurii Nikolov, Yevhenii Shulhat, and Heorhii Shabaiev, as well as the husband of judge of the High Anti-Corruption Court Kateryna Sikora – Oleksandr. As previously reported, the State Bureau of Investigation served a notice of suspicion to the head of the CPC Vitaliy Shabunin. He is accused of fraud and evasion of mobilization. According to the SBI, instead of military service, the activist spent time at his own discretion in Kyiv, moved around the city on private matters, and visited public catering establishments. At the same time, he continued to receive financial support, thus appropriating over 224 thousand hryvnias of state funds. Subsequently, he was discharged from the army for health reasons. Veterans stated that Shabunin's discharge from the army discredits the Armed Forces of Ukraine and stimulates an increase in the number of evaders.
