Subway flooding in Kyiv: court places chief subway engineer under house arrest

The court has imposed a pre-trial restraint on the chief engineer, acting head of the Kyiv Metro, over the flooding of subway stations in the capital. He will be under round-the-clock house arrest. This was reported on Thursday by the press service of the Kyiv City Prosecutor's Office, UNN reports.

The prosecutor's office does not name the official, but it is known that the acting head of the subway is Viktor Vygivsky. 

At the request of the prosecutors of the Podil District Prosecutor's Office of Kyiv, within the framework of the proceedings on flooding of the tunnels between Demiivska and Lybidska stations, the court imposed a measure of restraint in the form of round-the-clock house arrest on the chief engineer of the Kyiv Metro suspected of negligence that led to grave consequences (Part 2 of Article 367 of the Criminal Code of Ukraine)

The official is also prohibited from communicating with witnesses and other suspects in criminal proceedings. In addition, he must deposit his passport for traveling abroad. The measure of restraint is valid until September 23, 2024.

Reportedly, another suspect, the head of the service of tracks, tunnel structures and buildings of the Kyiv Metro, will be imposed a pre-trial restraint by the Podilskyi District Court of Kyiv today at 14:30.

On July 23, the prosecutor's office reported that in the case of flooding of the tunnels between Demiivska and Lybidska stations in the Kyiv metro, subway officials were notified of suspicion of official negligence.

The chief engineer of the Kyiv Metro, who is now acting as the head of the utility, is suspected of improper performance of his duties, which led to the depressurization of the tunnel, cracks in the tunnel walls and its subsequent flooding on the section of the Kyiv metro between Demiivska and Lybidska stations.

The KCSA responded to the suspicions of metro officials over the tunnel flooding, in a statement claiming that "the tunnel structure of this section was poorly constructed during construction" and "the main allegations are allegedly improper maintenance and operation of the tunnel".

On July 24, the Kyiv City Prosecutor's Office  statedthat a number of examinations were conducted in the case of the flooding of the Kyiv metro tunnels, and one of them showed that the cause of the tunnel's destruction was improper operation, not poor construction.
