These are primarily security guards from companies owned by state corporations, including Rosneft. There, weapons were distributed to employees with combat experience and former Wagnerites 

Security organizations of other state-owned corporations are also preparing to deploy to the Kursk region

It should be noted that Ukraine has not officially commented on the situation in the Kursk region of the Russian Federation.
