Rada extended special operating rules for "Pivdenmash": law adopted

The Verkhovna Rada of Ukraine adopted a Law that extends special rules for the operation of the state enterprise "Production Association "Pivdenny Machine-Building Plant named after Makarov" in the city of Dnipro. This plant is better known as "Pivdenmash", reports UNN.

The text of Law No. 14061 is published on the website of the Ukrainian parliament: the document refers to amendments to Section III "Final and Transitional Provisions" of the Law of Ukraine "On Enforcement Proceedings". The explanatory note to the law states the need to ensure state support and economic recovery of the space industry in conditions of martial law.

Support and development of the space industry is one of the main directions of the state's foreign and domestic policy to ensure its national interests and security. In conditions of martial law, support for Ukraine's space industry is a strategic issue that requires proper attention. State enterprises engaged in space activities in accordance with the Law of Ukraine "On Space Activities" regularly become targets of enemy missile attacks and suffer significant losses as a result. One such powerful state enterprise in the space industry is the state enterprise "Production Association "Pivdenny Machine-Building Plant named after Makarov"

The authors of the law emphasize: this decision is necessary so that the enterprise can operate without interruptions and not have its accounts blocked due to enforcement proceedings.

It is also noted that this document creates grounds for extending until January 1, 2027, the validity of the norm that suspends forced enforcement actions and arrests of the enterprise's funds.

Additionally

The state enterprise "Production Association "Pivdenny Machine-Building Plant named after Makarov" is located in the city of Dnipro. This plant has existed since 1944: it produced Soviet R-36M missiles, better known as "Satan". These missiles are currently in service with Russia.

In parallel, this enterprise produced combines, tractors, trolleybuses, trams, and wind turbines.

Since the beginning of the full-scale Russian invasion of Ukraine, the Pivdenmash plant has repeatedly been subjected to enemy missile attacks.

In early 2025, the Verkhovna Rada adopted as a basis a draft law on prohibiting, for the period of martial law, the arrest of property of the "Production Association Pivdenny Machine-Building Plant named after O.M. Makarov" in Dnipro.
