Russian dictator Vladimir Putin has signed a law expanding his right to deploy troops in other countries under the pretext of "protecting Russians" from criminal or judicial prosecution. As the Center noted, from now on, the arrest of a Russian citizen by a foreign or international court that Moscow does not recognize is an official ground for deploying Russian troops in other countries. In practice, this could lead to wars similar to those Russia waged in Moldova and Georgia, and is currently waging against Ukraine.
And although it is most likely that this norm will remain non-functional and will serve as a tool for psychological pressure to protect its sanction-evasion schemes, it remains dangerous, the Center noted.
