The Parliamentary Assembly of the Council of Europe (PACE) has adopted a resolution "Foreign interference - a threat to democratic security in Europe". All amendments of the Ukrainian delegation were taken into account in the text. This was reported by People's Deputy, Head of the Permanent Delegation of the Verkhovna Rada to PACE Maria Mezentseva, UNN reports.
Mezentseva said that the resolution contains:
1️. russia is directly named as the main aggressor in the field of hybrid interference.
It deliberately attacks elections, the information space, and trust in institutions.
2️. Social networks as a weapon.
The Kremlin uses bloggers and "influencers" to spread narratives against Europe and Ukraine (this is recorded in the text thanks to our amendment No. 2).
3️. Fake "anti-war movements" are not about peace, but about "special operations".
Such movements are used by the Russian Federation to split European society (amendments 13 and 14).
4️. Elections must be free and fair.
And interference - from fakes to voter manipulation - threatens the very essence of democracy.
5️. AI must work for democracy.
The text supports the initiative to use artificial intelligence to protect elections, verify information and ensure public accountability. (amendment No. 7).
6️. Europe must unite.
The resolution lays down the need for a common strategy: legal instruments, sanctions, cybersecurity, partnerships.
