Head of Military Medical Commission detained in Kropyvnytskyi; up to 7 million UAH found during searches

A scheme for selling disability statuses for $2,000–$3,500 was exposed in Kropyvnytskyi. Cash totaling approximately 7 million hryvnias was seized from the suspects.

In the Kirovohrad region, a scheme of "paid disabilities" has been exposed, with the head of the Military Medical Commission (VLC) and his accomplices under suspicion; the head of the VLC was detained in Kropyvnytskyi, the Prosecutor General's Office and the SBU reported on Monday, UNN writes.

"In the Kirovohrad region, the head of a medical expert commission and four of his accomplices have been exposed for organizing a scheme to obtain illegal benefits for processing disability groups," the prosecutor's office reported.

As indicated by the prosecutor's office, "five individuals have been notified of suspicion under Part 3 of Art. 368 and Part 3 of Art. 369-2 of the Criminal Code of Ukraine."

According to the investigation, "the official, together with the deputy director of the city hospital, heads of departments, and doctors, established a systematic 'paid service' to influence the decisions of expert teams regarding the establishment of disability for general diseases."

"The scheme operated as follows: the organizer sought out 'clients' and directed them to an accomplice, who designated doctors to prepare medical documents. The medics entered false information into medical histories, adjusted test results, and provided instructions on behavior during the commission—including the imitation of symptoms and limited mobility," the PGO stated.

At least three episodes have been documented. The cost of such services, according to the PGO, ranged from 2 to 3.5 thousand US dollars depending on the disability group.

During eight searches of residences, offices, and vehicles, as reported by the prosecutor's office, "funds in various currencies equivalent to approximately 7 million UAH were seized."

Two suspects, according to the PGO, were detained under Art. 208 of the Criminal Procedure Code of Ukraine. The court ordered a preventive measure—detention with an alternative bail of 500,000 UAH each.

As clarified by the SBU, the head of the VLC in the case involving the sale of fake "disability" certificates was detained in Kropyvnytskyi.

"Law enforcement officers detained the organizers of the scheme 'red-handed' after they received a new bribe amount," the SBU indicated.
