The Cabinet of Ministers has simplified the return of young people from the temporarily occupied territories. Now, an identity document for returning to Ukraine can be obtained even in the absence of records of the person in state registers. This was reported by the First Vice Prime Minister of Ukraine Yulia Svyrydenko, according to UNN.
The government is launching a one-year experimental project that will allow the issuance of identity documents for returning to Ukraine to citizens born after August 24, 1991, in the temporarily occupied territory, even if information about them is missing from state registers
The document can be issued through designated foreign diplomatic missions of Ukraine, particularly in Turkey, Georgia, Armenia, Kazakhstan, and other countries. State registers will be used to establish identity, and if this is insufficient, confirmation from close relatives will be used, including via video link.
As Svyrydenko emphasized, this decision covers people who, due to the occupation, found themselves without valid Ukrainian documents and effectively lost the opportunity to legally return to Ukraine.
The issuance of the certificate at designated diplomatic missions will be free of charge, the head of the government specified. For children under 16, applications can be submitted by parents or legal representatives.
According to Svyrydenko, in practice, this means that more of our citizens will be able to leave the occupation or the territory of Russia and return to the territory controlled by Ukraine.
The state is creating a clear and accessible mechanism for this, which will work even in difficult life circumstances, the Prime Minister emphasized.
