According to the assessment of Finnish security authorities, the risk of instrumentalized penetration across the eastern border remains high and has not significantly changed since 2025. Helsinki emphasized that the border with Russia is the longest external border of the EU and NATO with the Russian Federation.
The Border Security Act has been in effect since July 2024 and allows Finland to restrict the acceptance of applications for international protection in designated border areas. At the same time, the land border between Finland and Russia has remained closed since December 2023. The government states that these decisions have yielded the desired result – attempts at illegal border crossings have been temporarily halted.
