The European Commission announced on Thursday that it is introducing temporary countervailing duties on imports of battery electric vehicles from China while negotiations with China continue, UNN reports.
Details
Today, nine months after the start of the ex officio anti-subsidy investigation, the European Commission has introduced a temporary countervailing duty on imports of battery electric vehicles (BEVs) from China," the European institution said.
As indicated, based on the investigation, the European Commission "concluded that the BEV value chain in China benefits from unfair subsidies, which poses a threat of economic harm to BEV manufacturers in the EU." The investigation also examined the likely consequences and impact of these measures on importers and users of electric vehicles in the EU, the European institution added.
Consultations with the Chinese government have reportedly intensified in recent weeks following an exchange of views between European Commission Executive Vice President Valdis Dombrovskis and Chinese Commerce Minister Wang Wentao.
"Contacts at the technical level are ongoing with a view to reaching a WTO-compliant solution that would adequately address the concerns raised by the European Union. Any agreed outcome of the investigation should be effective in combating the identified harmful forms of subsidization," the European institutions noted in .
The individual duties applied to the three Chinese producers included in the sample are as follows:
- BYD: 17.4%;
- Geely: 19.9%;
- SAIC: 37,6%.
Other BEV producers in China in the investigation that cooperated and were not included in the sample are said to be subject to a weighted average duty of 20.8%. The duty for other non-cooperating companies is 37.6%.
Compared to the rates originally announced on June 12, 2024, the provisional duties have been adjusted slightly downward based on comments on the accuracy of the calculations submitted by interested parties. All the detailed findings of the investigation are reflected in the Implementing Regulation, which has now been published in the Official Journal of the EU, the European institutions added .
