Officials of the Uzhhorod TCC are suspected of torture and illegal detention of people. The victims were handcuffed to a metal ladder.

Several employees of the Uzhhorod District Territorial Recruitment and Social Support Center (TCC) have been notified of suspicion due to numerous human rights violations. Specifically, it was recorded that TCC employees handcuffed people to a ladder. This was reported by the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets, according to UNN.

Details

According to the Ombudsman, on June 4, 2026, the acting head of the Uzhhorod District TCC and the head of the military registration group were notified of suspicion of abuse of power and illegal deprivation of liberty.

Separately, an instructor of the District TCC was notified of suspicion of torturing a person liable for military service. This involves the illegal detention of people and the use of physical violence.

The representative of the Commissioner for Human Rights in the Zakarpattia region, Andriy Kryuchkov, initiated an inspection regarding the officials of the Zakarpattia Regional TCC—those who might have known about these facts but did not stop the violations.

Context

In early April of this year, the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets reported that during a monitoring visit to the Uzhhorod District TCC, numerous human rights violations were recorded. These included illegal detention, unsanitary conditions, and disregard for people's health status.

People with obvious physical disabilities, as well as veterans of the Russian-Ukrainian war with combatant IDs, were present in the TCC premises. For 40–60 people, there were only 3 mugs and 8 metal plates; people were forced to eat in turns from the same dishes without sanitization. There was no confirmation of organized catering, no proper bedding, and only one shower and one toilet were available.

The Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets stated that TCCs are increasingly turning into places of deprivation of liberty for citizens, and the authorities only react to human rights violations when public resonance arises.
