The Prosecutor’s Office notified a former acting head of one of the district Territorial Recruitment and Social Support Centers of suspicion of unauthorizedly changing information about 10 persons liable for military service in the Oberih register. Under the procedural guidance of the Specialized Prosecutor’s Office in the Defense Sphere of the Eastern Region, a former acting head of one of the district Territorial Recruitment and Social Support Centers in Kharkiv was notified of suspicion under Parts 1 and 3 of Article 362 of the Criminal Code of Ukraine
According to the investigation, the official, possessing registrar powers in the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists, used his own electronic key to enter false information into the Oberih information and communication system about the alleged mobilization of persons liable for military service and their assignment to military units.
In November–December 2025, he unlawfully changed data in the records of 10 persons liable for military service. At the same time, these individuals did not actually undergo the conscription procedure, did not report to military units, and were not enrolled in the personnel lists.
Despite this, the official entered information into the Register about their conscription and assignment for military service. As a result, the persons liable for military service unjustifiably acquired the status of having been called up for military service and were removed from active mobilization records.
The suspect’s actions were classified under Parts 1 and 3 of Article 362 of the Criminal Code of Ukraine — unauthorized alteration of information processed in an automated system, committed by a person who has the right to access it, repeatedly.
At the prosecutor’s request, the court imposed pretrial detention on the suspect, with the alternative of posting bail in the amount of UAH 266,000.
