Ukraine will create Joint Rapid Response Forces, to be led by Brigadier General Dmytro Voloshyn - President

President of Ukraine Volodymyr Zelenskyy signed a decree on the creation of the Joint Rapid Reaction Forces as a separate branch of the Armed Forces of Ukraine. The Cabinet of Ministers is to work on this issue and submit relevant proposals. Zelenskyy stated this in his evening address, reports UNN. 

"Today I signed a decree on the creation of the Joint Rapid Reaction Forces. This should be a new component of the Armed Forces of Ukraine, which will combine the combat capability of assault troops, the necessary unmanned component, the necessary artillery component, and other means for the most rapid response on the front line, and it should be a modern assault component, technological," said Zelenskyy. 

He noted that the commander of the Joint Rapid Reaction Forces should be an experienced military officer, a combat commander. 

"Today I spoke with Hero of Ukraine Dmytro Voloshyn and designated him to carry out this task. Brigadier General Voloshyn, commander of the 8th Corps of the Air Assault Forces, is capable of ensuring the further development of the capabilities of the Armed Forces of Ukraine in this direction," added Zelenskyy.

According to Decree No. 592/2026, "with the aim of increasing the capabilities of the Armed Forces of Ukraine to conduct offensive and defensive operations, rapidly respond to modern challenges of war, sudden changes in the operational situation, adapt the structure of the Armed Forces of Ukraine to the tasks facing Ukraine, create conditions for gaining an advantage over the enemy during combat operations, and transform the assault troops of the Ground Forces of the Armed Forces of Ukraine into a modern technological component of the defense forces of Ukraine," the President decreed: the Cabinet of Ministers, the Commander-in-Chief of the Armed Forces of Ukraine, and the General Staff of the Armed Forces of Ukraine shall, in accordance with the established procedure, take measures to create the Joint Rapid Reaction Forces within the Ground Forces of the Armed Forces of Ukraine. 

It was also instructed to work on the issue of creating the Joint Rapid Reaction Forces as a separate branch of the Armed Forces of Ukraine and, based on the results of the work, submit relevant proposals.

"The Minister of Defense of Ukraine, the Commander-in-Chief of the Armed Forces of Ukraine shall work out and immediately submit, in accordance with the established procedure, for approval a candidacy for appointment to the post of commander of the Joint Rapid Reaction Forces," the decree reads. 

In addition, by Decree No. 594/2026, Zelenskyy amended the decree "On Some Issues of Exercising Leadership in the Spheres of National Security and Defense," according to which the commander of the Long-Range (Global) Influence Forces and the commander of the Joint Rapid Reaction Forces will be appointed with the approval of the President of Ukraine.
