Over the course of a year, the Accounting Chamber detected violations amounting to more than 60 billion hryvnias: most in the defense sector

In 2023, the Accounting Chamber identified violations and shortcomings in public finance management amounting to almost UAH 60.8 billion. Most problems were found in the areas of security, defense, state budget revenues, and social sphere.

Over the past year, the Accounting Chamber has identified violations and shortcomings in the management of public finances amounting to almost UAH 60.8 billion. This was reported by UNN with reference to the statement of the Accounting Chamber. 

Details

UAH 771 billion was audited and analyzed, 399 objects were controlled, 59 reports on the results of control measures were prepared and approved, and the total amount of violations and shortcomings in public finance management amounted to almost UAH 60.8 billion. These are the main indicators of the results of the Accounting Chamber's work in 2023, set out in the relevant Report approved at the meeting of the body on March 26

According to the report, most violations and shortcomings were found in the following areas:

- security and defense capability of the state - UAH 16.5 billion;

- state budget revenues - UAH 12.4 billion;

- Social and healthcare - UAH 8.4 billion.

It is noted that 64.4% of the total recommendations made by the Accounting Chamber in 2022 and 2023 have been implemented or are in the process of being implemented by the end of 2023 .

In addition, based on the results of 14 audits conducted in 2023, 9 pre-trial investigations in criminal proceedings were initiated and 3 notifications of the Accounting Chamber were sent for joining criminal proceedings.

Addendum

The institution has also taken important steps to improve internal workflows.

In particular, thanks to the support of the international technical assistance project "Strengthening the capacity of external audit in accordance with international standards in Ukraine", a number of documents aimed at modernizing and systematizing the work of the Accounting Chamber and enhancing its openness were developed and approved.

The agency adds that the report of the Accounting Chamber for 2023 will be submitted to the Verkhovna Rada of Ukraine in accordance with the requirements of the law in due time.

The Ministry of Defense of Ukraine and the Bureau of Economic Security have agreed on an algorithm for the exchange of information and transfer of internal audit materials to prevent corruption in the defense sector, which is a matter of national security.
