President of Ukraine Volodymyr Zelenskyy has signed a law exempting operations for the supply of ground robotic systems for the needs of the Defense Forces from value-added tax, according to the parliament's website, UNN reports.
Details
"29.05.2024 - returned with the signature of the President of Ukraine," reads the status update on the document's progress.
The parliament adopted the corresponding bill No. 11259 on May 28.
It is expected to meet the needs of combat units for equipment for reconnaissance, logistics, and evacuation.
What is provided for
Until the termination or cancellation of martial law in Ukraine, operations for the supply of ground unmanned systems are exempt from VAT in the following cases:
- the supply is carried out under state contracts (agreements) for defense procurement;
- the end recipient is defined as the Ministry of Defense of Ukraine, the Armed Forces of Ukraine, other military formations, and law enforcement agencies.
Operations for the supply of GRS (ground robotic systems) are also exempt from VAT if the end recipients are enterprises that are executors (co-executors) of state contracts (agreements) for defense procurement.
"The decision to exempt ground robotic systems from VAT removes the additional burden that arose for some GRS after changes to tax legislation at the beginning of the year. This simplifies contracting and allows for faster movement from the conclusion of a contract to the actual delivery of equipment to the military," commented Arsen Zhumadilov, Director of the DOT Defense Procurement Agency.
Addendum
As Ukraine's Minister of Defense Mykhailo Fedorov emphasized, one of the main goals is to transfer 100% of frontline logistics to robotic systems.
