The Government has updated the rules for verifying military registration documents of men aged 18 to 60 when receiving consular services abroad. This was reported by the Consular Service Department of the Ministry of Foreign Affairs of Ukraine, UNN writes.
The Law "On the Legal Regime of Martial Law" stipulates that, in order to receive consular services abroad, men aged 18–60 are required to present a valid military registration document to the consul for verification. In electronic form (e-MRD), it is generated through the Reserve+ mobile application
Previously, men aged 18–60 had to present an e-MRD generated no earlier than 72 hours before their visit to the consulate or embassy. Now it is sufficient to provide the consul with a document valid at the time of the visit to the diplomatic mission for verification.
A consular action may be refused if:
- the verification confirmed that the e-MRD is invalid or that the data require updating;
- the applicant did not present a valid e-MRD;
- the presented e-MRD does not contain confirmation that the personal data are up to date.
Exceptions (in which cases an e-MRD is not required):
- issuance of an identity document for return to Ukraine;
- performance of consular actions concerning children of Ukrainian citizens whose other parent is a foreign national or a stateless person;
- performance of actions based on applications from Ukrainian citizens who are under arrest, detained, or deprived of their liberty abroad.
If the data are unavailable or cannot be updated through Reserve+, the Ministry of Foreign Affairs, together with the Ministry of Defense, will introduce the possibility of updating the data through consular registration. For this purpose, men will need to register for consular registration (if the person is not registered for consular purposes), or update their data at a diplomatic mission (if the person is already registered for consular purposes).
Citizens who cannot independently update their data through Reserve+ due to the absence of a tax identification number may personally contact the nearest Ukrainian embassy or consulate abroad to obtain one through the e-Consul system.
