Trump is interested in two points of Zelensky's “victory plan” - FT

U.S. President-elect Donald Trump was "interested" in two points of Ukrainian President Volodymyr Zelenskyy's Victory Plan, the Financial Times reports, citing sources, UNN writes.

Details

According to the FT, Ukraine is developing its own "victory plan" for the incoming Trump administration, emphasizing potential business deals, access to raw materials, and troop deployments.

Ukraine's allies in Europe and the United States, including senior officials, have offered advice on how best to frame proposals that encourage close cooperation with Kyiv rather than cut off critical aid to the country, according to Ukrainian and European officials.

The proposals stem from fears among Ukrainian and European officials that Donald Trump could quickly conclude a peace deal with Russia, effectively torpedoing Western support for Ukraine.

The two ideas were outlined in Volodymyr Zelenskyy's "victory plan" with Trump in mind, according to people involved in its drafting. These proposals were later reportedly presented to Trump when the Ukrainian president met with him in New York in September.

"One idea is to replace some of the US troops stationed in Europe with Ukrainian troops after the war. Another-first developed by Republican Senator Lindsey Graham, a Trump ally, according to people involved in drafting Zelenskiy's 'victory plan'-proposes sharing Ukraine's critical natural resources with Western partners," the newspaper writes.

Graham's office did not immediately respond to a request for comment.

According to a person informed about the meeting, "Trump was ‘interested’ in two points," the newspaper points out.

Separately, business leaders in Ukraine are also reportedly negotiating with the government to give Trump "investment screening" powers, which, the newspaper writes, "would allow him to essentially pick and choose who can do business in the country.

One of the people involved in the planning described the idea as "ABC - Anybody But China," which, it was noted, "could work particularly well with Trump." Ukrainian industries that depend on Chinese technology and materials, such as telecommunications, could switch to American suppliers and attract more Western investment, according to the person involved. The idea is at an early stage, but some business leaders close to the president's office believe it could work well with Trump.

The Western allies have so far reacted rather cautiously to the "victory plan," especially to the call to officially invite Kyiv to join NATO and supply it with more advanced weapons, the newspaper notes.

Ukraine began developing its proposals in the summer "to impose our narrative before Trump can impose his own," said a person involved in the planning.

Kyiv is reportedly hoping that Trump will be influenced by clauses specifically designed with him in mind.
