Following the deadly attack on the Crocus City Hall near Moscow, for which even the Russian Federation blamed radical Islamists, and after Western countries claimed that ISIS was behind it, Russian Security Council Secretary Patrushev imagined Ukraine. The head of the Russian FSB, Bortnikov, also mentioned the United Kingdom, the United States, and Ukraine in his accusations, but, according to the Russian media, he noted that the customer of the attack on the Crocus City Hall concert hall has not yet been identified.
