The Cabinet of Ministers has obliged the State Tax Service to provide the Ministry of Defense with data on Ukrainian citizens aged 18 to 60 to update information in the Unified State Register of Conscripts, Persons Liable for Military Service, and Reservists, "Oberih." UNN reports this with reference to Government Resolution No. 981 dated July 29, 2026.

According to the document, the tax authorities must provide information from the State Register of Individual Taxpayers. This concerns citizens whose information is subject to inclusion in the "Oberih" register. This must be done within 90 calendar days after the resolution enters into force.
At the same time, as of August 6, the document had not yet entered into force, so the countdown for the specified period had formally not begun.
It should be noted that the document does not refer exclusively to men. Formally, the provision applies to Ukrainian citizens aged 18 to 60 who are subject to military registration. This category may also include women liable for military service, in particular those with a medical or pharmaceutical specialty.
The tax authorities must provide only the personal data contained in the Individual Taxpayers Register. The exact list of information will be determined במסגרת interagency electronic data exchange.
At the same time, the resolution contains no provisions on providing the Ministry of Defense with information about citizens’ bank accounts, account balances, complete income histories, or tax debts.
The data received will be used to verify, supplement, and clarify information in the "Oberih" register. If there is no information about a person in the register, the system will be able to create a new record, which will then be verified.
After the information is received, it will be entered into the register within five working days. If an erroneous record is entered concerning a Ukrainian citizen who is not a conscript, person liable for military service, or reservist, the data will be deleted after verification.
At the same time, the transfer of information itself does not mean that a person will automatically receive a fine, be served with a summons, or have a decision made regarding their mobilization. To impose administrative liability, a specific violation must be established and the procedure prescribed by law must be carried out.
The new procedure also provides for the further expansion of electronic data exchange between state registers. In particular, the Ministry of Defense and the Ministry of Foreign Affairs must, within six months, set up verification of Ukrainians’ military registration documents when they apply for consular services abroad.

Earlier, we reported that tax officials would be able to monitor Ukrainians’ trips abroad. The State Border Guard Service and the State Tax Service signed an agreement on automated electronic information exchange. The new mechanism will allow tax officials to track Ukrainians’ trips abroad to combat tax evasion.
