The National Bank is easing foreign exchange restrictions: how the limits will change

Starting August 11, 2026, the National Bank of Ukraine is introducing a package of eased foreign exchange restrictions, increasing limits for individuals and businesses. The changes are aimed at supporting individuals, business activity, and financial stability.

The National Bank of Ukraine will launch an easing of foreign exchange restrictions for businesses, the financial sector, and individuals starting August 11, 2026. The NBU press service reports this, according to UNN

The National Bank of Ukraine is introducing a major package to ease foreign exchange restrictions. The changes, which will take effect on August 11, 2026, are primarily aimed at supporting individuals. At the same time, the package also contains important changes for legal entities and the financial sector. According to the NBU's estimates, the easing will not create risks to the stability of the foreign exchange market, given that the necessary prerequisites have been formed and each individual measure has been carefully analyzed. This foreign exchange liberalization package has already been taken into account in the NBU's updated macroeconomic forecast, which envisages international reserves growing to nearly $70 billion in 2026

First, the limit on individuals' purchase of non-cash foreign currency will be increased to UAH 200,000 per calendar month (previously, UAH 50,000). At the same time, the list of available transactions within this limit is being expanded: it will be possible not only to purchase foreign currency, but also non-cash bank metals and securities issued by foreign issuers. 

"These changes are aimed at developing an investment culture in the country and increasing the opportunities for individuals to place their funds in investment assets. At the same time, the NBU will continue to make efforts to maintain the attractiveness of hryvnia assets—deposits and domestic government bonds," the NBU said.

The limit on individuals' withdrawal of cash from foreign-currency accounts in Ukraine and abroad will also be increased to UAH 200,000 per day (previously, UAH 100,000). 

Third, with the same aim, the NBU is expanding Ukrainians' opportunities to pay for goods, work, and services abroad from hryvnia accounts:

  • the limit is being increased to the equivalent of UAH 200,000 per calendar month (from UAH 100,000);
    • within this limit, individuals will be able not only to pay for goods, work, and services, but also to rent housing abroad;
      • the relevant payments may be made not only by card, but also through account-to-account transfers (for example, using the SWIFT system), with the bank purchasing the currency in advance on the client's instructions.

        Changes for legal entities 

        To support business activity, the limits on legal entities' cash withdrawals are being increased:

        • from hryvnia accounts within Ukraine, to UAH 200,000 per day (from UAH 100,000);
          • using hryvnia corporate cards abroad—to UAH 140,000 per calendar month (from UAH 17,500 per week);
            • from foreign-currency accounts in Ukraine and abroad—to UAH 200,000 per day (from UAH 100,000).

              The NBU is also increasing the limit for payments abroad for goods, work, and services using hryvnia corporate cards to UAH 400,000 per calendar month (from UAH 150,000). At the same time, legal entities will retain the ability to make similar payments without restrictions using foreign-currency corporate cards.

              The NBU will allow Ukrainian exporters to pay fines, penalties, bonuses, reimbursement of expenses, and damages to nonresident counterparties under contracts for the export of goods. The amount of such transfers per calendar year may not exceed 10% of the total value of goods supplied to the nonresident under the relevant contracts after February 23, 2021. This change will help increase trust in Ukrainian exporters.

              Changes for the financial sector 

              The NBU will allow the Motor (Transport) Insurance Bureau of Ukraine to purchase foreign currency for the purpose of placing funds from the centralized insurance reserve fund for insurance guarantees to fulfill obligations under international Green Card motor insurance agreements.

              The National Bank will also enable banks to gradually include, when calculating their foreign exchange position, the portion of provisions formed for active operations that is currently not included in the calculation. This is the only change that will take effect not on August 11, but on September 1, 2026, given the need for preparatory work by both the NBU and the banks for its implementation. It will contribute to financial stability in the country by restoring banks’ ability to fully manage foreign exchange risk, as well as support lending and other active operations by banks in foreign currency.

              As of February 1, Ukrainian banks have already introduced restrictions on money transfers between individuals – the limit amounted to UAH 150,000 per month for payments using IBAN details.
