Ombudsman Lubinets stated that Territorial Recruitment Centers (TCCs) are turning into places of detention and that violations are being ignored. The authorities only react to problems after public outcry.

TCCs and SPs are increasingly turning into places of deprivation of liberty for citizens. This was stated by the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets during a meeting of the Advisory Council, UNN reports.

As Lubinets noted, the authorities react to human rights violations only when there is a public outcry.

A striking example is the visit to the Bila Tserkva TCC and SP. My official recommendations were ignored for two months, and only after media publicity were repair crews sent there the very next day. Due to similar inaction at the Uzhhorod RTCC and SP, we were forced to publicly show the violations, as the local police refused to enter the information into the Unified Register of Pre-trial Investigations

Lubinets added: government authorities must respond to official documents immediately, rather than waiting for publicity.
