Olena Slobodian, head of the secretariat of Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk, took the oath of a people's deputy and joined the "Servant of the People" faction. She had headed the Parliament chairman's secretariat since 2021, UNN reports, citing a Verkhovna Rada session.

According to data from the Chesno analytical movement, Olena Slobodian was born on January 15, 1987, in Kyiv.
In 2010, she graduated from Khmelnytskyi University of Management and Law. She completed postgraduate studies at the same university and defended her dissertation on the topic "The Current State and Prospects of Patent and Legal Protection of Inventions in the Field of Biotechnology." Her academic supervisor was Ruslan Stefanchuk.
Slobodian worked at the Higher School of Advocacy of the National Bar Association of Ukraine. She also worked as head of a department at the state organization "National Intellectual Property Office."
In 2019, she unsuccessfully ran for the Verkhovna Rada of the 9th convocation from the "Servant of the People" party (No. 166 on the list) as a non-party candidate. Two years later, in 2021, she headed the secretariat of the chairman of the Verkhovna Rada after Ruslan Stefanchuk became chairman of Parliament.
In 2026, she was accused of plagiarism in her candidate's dissertation, which she wrote under Stefanchuk's academic supervision. Anti-plagiarism experts found borrowings from Russian dissertations.
Also, according to media reports, borrowings without proper citations were found in Slobodian's dissertation on 147 of 185 pages.
