SBI investigates possible abuse of a TCC employee in the Odesa pre-trial detention center

The State Bureau of Investigation (SBI) is investigating the abuse of an alleged TCC (Territorial Recruitment Center) employee in the Odesa pre-trial detention center. The man is in custody on suspicion of torturing mobilized individuals.

The State Bureau of Investigation has opened criminal proceedings regarding a video circulating online that allegedly shows the abuse of a man in the Odesa Pre-trial Detention Center. According to preliminary data, the victim may be an employee of a Territorial Recruitment and Social Support Center. This was reported by the SBI press service, according to UNN.

The released footage shows one of the men held in a cell forcing another to crawl on the floor and fetch slippers with his teeth. According to preliminary information, the victim may be an employee of one of the Territorial Recruitment and Social Support Centers

Currently, SBI investigators are verifying the authenticity of the video recording and identifying all participants in the event, witnesses, and the circumstances of the potential incident.

Criminal proceedings have been initiated regarding this fact under Part 2 of Article 365 of the Criminal Code of Ukraine — exceeding authority or official powers.

At the same time, the individual who, according to available information, may have been the victim in the Odesa detention center, is being held in the pre-trial detention facility on suspicion of committing similar crimes against mobilized citizens. The SBI is conducting an investigation under Part 3 of Article 127 of the Criminal Code of Ukraine (torture) and Part 2 of Article 146 of the Criminal Code of Ukraine (unlawful deprivation of liberty and kidnapping).

The SBI is conducting a pre-trial investigation in the relevant criminal proceedings and will provide a legal assessment of all established facts.

At the same time, no circumstances, accusations, or personal attitudes toward a suspect can serve as justification for the humiliation of human dignity, violence, or vigilante justice. Responsibility for any offenses must occur exclusively within the framework of the law and by court decision

The management of the Odesa Pre-trial Detention Center has been suspended due to the video where a prisoner was forced to pretend to be a dog. The State Penitentiary Service has launched an inspection into the fact of human rights violations.
