President of Ukraine Volodymyr Zelensky signed a draft law that changes the workload of teachers in higher education institutions. The document establishes the minimum amount of scientific work for scientific and pedagogical staff, the maximum teaching load per rate. This is reported by UNN with reference to the draft law card №9600.

It should be noted that the law should have entered into force on September 1, 2024, but was signed only yesterday, April 8. Today, April 9, it was published in the parliamentary newspaper "Voice of Ukraine".

Earlier, UNN reported that in June last year, the Verkhovna Rada adopted in the second reading a draft law that changes the workload of teachers in higher education institutions.
In particular, the draft law specifies that the maximum amount of teaching work per rate of a scientific and pedagogical worker may not exceed 30% of working time, and a pedagogical worker - 60% of working time per academic year.
The draft law also stipulates that the positions of scientific and pedagogical and pedagogical staff of higher education institutions may be held by persons who have a master's degree and/or a scientific (educational and creative) degree, and/or an academic title.
The charter of a higher education institution may establish additional requirements in accordance with the legislation for persons who may hold positions of scientific, pedagogical and pedagogical staff.
Pedagogical staff are appointed to and dismissed from the position by the head of the higher education institution. Pedagogical staff undergo certification every five years. Based on the results of certification, the compliance of employees with the position held is determined, qualification categories and pedagogical titles are assigned.
The procedure for certification of pedagogical staff is established by the Ministry of Education and Science.
Scientific and pedagogical staff are appointed to positions based on the results of a competitive selection, the procedure for which is approved by the academic council of the higher education institution. Higher education institutions may conclude short-term employment contracts with foreign citizens in accordance with the law.
