Bud-Technology LLC was determined the winner of the tender from the Charitable Foundation "Okhmatdyt" for the repair of the hospital building that suffered from a missile attack in July. This company was one of the most expensive proposals for the reconstruction, UNN reports with reference to Nashi Hroshi.
On July 31, NSTI "Okhmatdyt" announced on its Facebook page that Bud-Technology LLC had won the tender for the repair of the hospital building, which was damaged during a rocket attack in July. Among 14 competitors, Bud-technology's bid was the third most expensive, amounting to UAH 307 million (excluding VAT).
Most of the other bidders offered to perform the repairs for much lower amounts, ranging from UAH 42 million to UAH 286 million. However, the client did not negotiate with other bidders and did not provide any explanation for its choice.
An analysis by Nashi Hroshi found that out of the ten cheapest bids, at least seven had detailed commercial offers, including prices for certain types of work.
"Okhmatdyt emphasized that "the competitive selection is not a tender within the meaning of the Law of Ukraine ‘On Public Procurement’, but a private competition organized for the purpose of open and fair use of funds. However, Okhmatdyt did not provide any explanation for its disregard for cheaper bids. The Charitable Foundation "Okhmatdyt-Healthy Childhood" is headed by Yevhen Vember, and its chief accountant is Svitlana Rozborska.
Companies participating in the competition that were selected for the final:

The client's working group held online meetings with several companies. "Mega Profit Group was rejected because of unspecified suspicions about its tax documents, and DAK was rejected because of the scandalous reputation of its head, Hlimbovsky, who was detained in July in the NABU case on corruption of his son-in-law Roman Nasirov, the former head of the tax service in 2015-2016.
The procuring entity engaged the firm Capital Legal Foundation to conduct a "legal analysis of the winner's integrity" and eventually selected Bud-technology as the contractor. However, the client ignored certain problems in the winner's proposal, such as the fact that Bud-technology only indicated the rental of the following construction equipment: a Kamaz truck crane, a MAN with a manipulator and a JCB excavator, none of which is designed for installation of facades above the second floor. The company also did not provide any information about the tile-laying equipment.
The main expenses of the winner of the tender were spent on the repair of Reynaers facade composite panels (dark panels in the photo of the building) and the decoration of interior walls using HP panels. The cost of each of these items at Bud-technology exceeded UAH 100 million. At the same time, the prices for these works were twice as high as those of more budgetary bidders, as shown in the comparative table.
The company Riola-Module, which was previously involved in the construction of this building, noted in its tender proposal worth UAH 179 million that it had already carried out free repairs to the so-called "clean rooms" (operating units, etc.) after the missile strike. Wall and ceiling structures were partially replaced, and damaged linoleum was restored. This may indicate that the total amount of repair work paid for by benefactors was exaggerated.
"Bud-Technology LLC with an authorized capital of UAH 5 thousand is registered in Zaporizhzhia. It has not participated in public tenders. The company uploaded a contract with Kram-Invest LLC for the construction of a clinic in Zaporizhzhia at 27 St. Mykolaia Street as evidence of its experience in performing similar work. From the public announcement about the construction of the UniClinic clinic in Zaporizhzhia, it is known that it was implemented by Mark Marchenko's Zaporizhzhia-based developer Sensar," the newspaper's investigation says.
Today, the owner and head of Bud-Technology is Vasyl Kobyz, registered in the village of Bratske, Zaporizhzhia region. According to NGL.media, the company was previously headed by Olha Shalenna, the mother of Yevhen Shalennyi, who is a longtime partner of Marko Marchenko. "The Zaporizhzhia Center for Investigations calls Yevhen Shalenyi "Marchenko's manager".
"Since 2015, Mark Marchenko and Yevhen Shalennyi have been developing the local branch of the Samopomich party in Zaporizhzhia, which was headed by Lviv Mayor Andriy Sadovyi. At the same time, Marchenko's business partner was the brother of the deputy mayor of Zaporizhzhia. In 2017, Marchenko was detained for fictitious certificates of construction works in Zaporizhzhia and Melitopol worth UAH 87 million. "Samopomich publicly defended the businessman, calling the case "pressure on the political force." In 2022, it turned out that Bud-Technology and Sensar had land in the green suburbs of Lviv, allegedly for the construction of a rehabilitation center for ATO soldiers. However, it turned out that 99% of the building area was to be occupied by a shopping and entertainment center," the investigation says.
In the last local elections before the invasion, Yevhen Shalennyi and Sensar Development director Olena Bartul ran for the Servant of the People party.
